# The Limits of a Finding

Bela's completed credibility case remains effective. Bela's teaching of Cira
also remains recorded. The finding does not erase the teaching, confer a
general judgment of worth or create a recognition loss. The constitution has
no personal recognition status to withdraw.

The finding has a specific effect on power: Bela cannot qualify a new adverse
finding against somebody else. A finding of deceit about a disclosure also
reaches the shield for that particular disclosure. Neither consequence is a
fine, a wage deduction or a judgment about every other act of Bela's life.

## A claim can be corrected without condemning every contribution

Here Bela is the claimant, Foundry the wage payer and Ledgerhouse the carrier
of the illness supplement. The test keeps Bela's finding and adds an unrelated
care entry, Foundry's wage promise with an independent authorised attestation
on the labour basis, and an independently supported illness claim under
Ledgerhouse's contributory scheme. The care entry remains; the wage and
supplement derive. Bela's general credibility finding decides none of them.

Compensation has its own fraud rule. A Court finding on another basis leaves
the wage conclusion intact. A finding on its attested labour basis stops that
conclusion and produces a restitution conclusion from Bela to Foundry. The
illness supplement still derives. A dispute about that supplement would need
the person and scheme identified by its own rules.

This is a limit on what each finding reaches. The model takes the supplied
Court finding as a premise; it does not investigate the employment, calculate
a sum or establish that money changed hands. A false care entry remains a
false account even though it confers no badge. Any compensation, service or
authority claimed from it must meet the rules for that particular consequence.

## Rights that remain

Bela is a person, retains the ballot and free movement, and is owed the floor.
No prisoner conclusion follows in this case. The compensation correction
leaves the food debt intact too.

The supplied record does not establish that food or shelter reached Bela.
It does not establish that Jala received food either. Jala is the comparison
subject without an effective credibility finding. Neither absence establishes
starvation or delivery. The comparison prevents a missing receipt from being
presented as the effect of a finding.

Lupo's finding for deceiving Mira does not create a finding against Mira,
the person deceived. Bela's case creates none against Cira, the learner Bela
taught. An accusation supplies no lesser personal penalty while waiting for
the case it cannot establish.

## Cira's separate claim

Bela taught Cira. Being taught confers no recognition status, transfers no
fraud and imposes no debt on Cira. Cira's own employment is a separate act.
Nothing about the teacher's finding decides whether Cira performed it.

Fin, taught by Esa, also incurs no recognition loss. The supplied case derives
no personhood for Fin. That missing entry is not evidence that Fin is unreal
or without rights; a teaching relationship and a standing record answer
different questions.

Parentage, care, household membership and support likewise do not transfer
fraud, guilt or debt from an adult to a child.

## Ending the restriction

The restoration example returns to Vex, whose electorate seating is recorded
but whose auditor's credential is blocked. Vex's prior case produces an
effective personal finding. A carried credential restriction separately blocks
the appointment, while public answerability remains. Those conclusions have
different grounds and need different endings.

The restoration test supplies a forgiveness flag and a generic Appeals
judgment. Neither ends the case. The particular appellate act must identify
Vex's finding and purpose, with evidence, procedure, independent review,
eligibility and witnessed order. Once those premises are supplied, the
personal finding ends. The carried restriction remains, so the appointment
still does not derive.

The restored case stays in the history. Renaming it cannot revive a finding
about the same subject, incident and ground. Another incident or ground needs
its own disposition. Restoration does not establish that every other finding
about the person was mistaken.

Every effective personal finding incurs a duty on Appeals to review the
continuing restriction, without waiting for a challenge. The subject's own
challenge supplies a further route to an appellate duty. Neither duty is a
completed disposition. An unanswered review leaves the restriction on new
adverse findings in force; it cannot become a loss of ordinary rights, pay or
unrelated contributions. No elapsed time or automatic expiry is inferred from
the record.

This places a continuing obligation on the institution and leaves a real cost
for the person awaiting review. The rules do not establish that a reviewer
arrived or that an outside institution obeyed the result. They identify the
restricted act, what remains protected and the qualified decision needed to
end the restriction. The next chapters examine the separate power to restrict
movement and the rights a confined person retains.
