# Public Answerability, and Why It Is Never Revoked

Boss is recalled. Boss remains publicly answerable. The distinction protects
Rebel, who exposed Boss: removing the official must not remove the basis of
protection for the person who exposed them.

Public answerability is the status the shield rules consult when someone
exposes a public actor. It is neither universal human standing nor permission
to exercise power. A public body can be answerable without holding an auditor's
credential; a person can record an examination without being answerable at all.

A public-body entry makes Court, Review, Appeals,
Convocation and State answerable. A seating by Electorate or Convocation does
the same for the person seated. Wren illustrates Convocation's seating route;
Boss illustrates Electorate's. Ivo has neither route. A direct assertion
of public answerability is refused because the conclusion must derive.

These seating routes belong to the accountability rules. The federal government
has its own institutions and records: the People's Assembly, Regions Council,
Executive Council, Civic President, courts and independent bodies. Current
lawful power needs a positive record tied to its source and end. Answerability
alone supplies none of those permissions.

The economic rules likewise confer no permanent public status on a landlord,
platform, lender, utility, cooperative or charity merely for being important.
A separate finding can bind an exact public-facing or essential function to
access, continuity, reasons, audit and remedy. It grants no general power over
unrelated private or expressive life.

## Why recall leaves answerability intact

**Recall does not remove public answerability.** Neither does a void. The
answerability rules contain no condition that makes either finding an exit.
That keeps an actor within the exposure rules after losing current authority.

This is permanence within the rules over retained premises, not an immutable
record. Removing the public-body or seating entry can change the conclusion.
The distinction matters: a rule can prevent recall from withdrawing protection
without guaranteeing that the facts supporting it will be preserved.

## Boss

The record seats Boss through Electorate, records Boss's examination of Rebel,
and records Rebel's exposure of Boss. Boss is also recalled. The checks derive
public answerability for Boss and a shield for Rebel, while deriving neither
confinement nor a void for Rebel in this case.

Boss holds no Review credential. That is a specific consequence in the
accountability mechanism; it does not prove that every capacity Boss has
outside it disappeared.

A counterfactual makes the dependency visible. Remove Boss's answerability
route and Rebel loses this shield; the supplied custody premises then produce
a prisoner conclusion. That is a formal consequence, not a report that anyone
was jailed. Keeping recall separate prevents *recall itself* from making that
change.

A shield does not decide every future proceeding. The later shield chapter
sets out how deceit or a qualified finding that a particular prosecution is
unrelated can affect its operation. Neither route requires making the exposed
actor cease to be answerable.

## Answerability does not grant authority

Answerability, current power and an examination record answer different
questions. Court is publicly answerable but holds neither a Review nor a
Tribunal credential. Koa has recorded an examination of Esa but has no public
answerability. The mere presence of that examination does not make Koa a
credentialed auditor.

A public body must therefore justify its authority to act separately from its
exposure to scrutiny. Conversely, losing current power does not make scrutiny
of its conduct irrelevant. These rules preserve the relationship on which the
exposer's protection depends; they do not declare the exposure true or grant
an unrestricted power to investigate.

## Vex's restoration

Vex has an electorate seat, a completed prior credibility case and a carried
credential restriction. The checks show public answerability, the personal void
and refusal of the Review credential together. The finding prevents a new
adverse finding from qualifying. It does not establish
that every word Vex speaks is false.

The restoration case separates the conclusions again. A qualified appellate
act naming the prior case ends its personal consequence. A generic judgment
and forgiveness flag do not. Public answerability remains. The credential
still does not derive, because the carried restriction has not been cleared.

Ending a personal finding and renewing an appointment are different questions.
A fresh seating does not by itself clear that history either. The chapters on
the credential and the limits of findings examine the extent and cost of those consequences;
calling someone answerable cannot settle them.

## What it costs

The rules provide no exit from answerability through recall or voiding. As
qualifying entries accumulate, so can the set of actors whose exposure supports
a shield. Exposure of a long-retired actor can still matter. The shield's
case-specific limits must prevent that protection from becoming impunity for
unrelated conduct without making removal from office a way to defeat it.

The input boundary is equally significant. A seating is a writable entry. A
forged seating can derive answerability and expand the set of exposures that
support a shield. It cannot alone issue an auditor's credential: that also
needs positive clear history, reconciled across records and witnessed by separate
public bodies in the selected current record. Those additional premises do not
authenticate the seating itself.

The dependency also reaches public bodies. Removing
State's public-body entry removes State's answerability without
removing its floor debts. The actual constitution supplies those entries; the
counterfactuals show why preserving them matters.

A witnessed transition can report a missing seating if the predecessor
separately declared it a protected entry. The report restores neither the seat
nor the shield. A challenge creates an Appeals duty with a named action route,
certified nonresponse, alternate escalation, continuity and individual remedy.
Those conclusions do not establish that the challenge arrived, Appeals acted
or protection was restored.

The comparison also has limits. It does not classify a missing required carry
as lawful retirement or unlawful deletion. An entry omitted before the first
accepted record, or never placed in the protected set, can be indistinguishable
from one never made. These dependencies remain part of the mechanism's adequacy
question; preserving a conclusion in the rules is not a recovery guarantee.

## The child with nobody

The State is publicly answerable and owes Nell food. Neither conclusion waits
for Nell to request help, complain or expose anybody. Nell acquires no office
or public answerability by being owed the floor.

The debt does not itself create the State's answerability: the supplied
public-body entry does. The next chapter asks how public functions acquire
the authority needed to perform their duties.
